We collect information from city leaders and enforcement officials, business license administrators and STR hosts, all in an effort to better understand the challenges of STR enforcement and what solutions are working.

Established in 2026, BX3 Consulting, LLC is based in Salt Lake County, Utah. We serve local governments and HOA’s throughout Utah with their STR enforcement programs. We conduct research on STR enforcement challenges throughout the United States and use this information to serve our clients and provide training to enforcement professionals, local government administrators, elected officials and HOA managers.

Scott is a 28 year law enforcement veteran, serving as a deputy police chief for Utah’s second largest police department and police chief for two of the smallest before retiring from public safety in 2022. Tasked with managing the deployment of a short-term rental (STR) enforcement program with Utah’s premiere resort county, his years of administrative experience, program management and problem solving resulted in what has been called one of the most successful launches of an STR enforcement program in the country.
